Summary

The report analyses the state of the sector in Spain and the main obstacles limiting its deployment. It identifies ten bottlenecks related to grid access, regulation, market design, financing, industrial and workforce capabilities, and the integration of projects into local areas. The document examines how to overcome these barriers to make better use of renewable generation, provide flexibility to the electricity system, and facilitate the electrification of the economy.

Building on this assessment, the report sets out a roadmap with short-, medium- and long-term actions across four areas: enabling conditions, integration into the electricity system, industry and technical capabilities, and governance and local integration. It develops three priority proposals: adapting taxation to the characteristics of energy storage; introducing a capacity mechanism that facilitates financing and recognises the range of services storage provides; and establishing a functional and verifiable framework for long-duration energy storage. These measures are complemented by recommendations on innovation, training, administrative coordination and local participation to support deployment that contributes to decarbonisation and delivers shared benefits.

This report is part of the ‘Ideas for Action’ series and presents the conclusions of the working group convened by alinnea, which brought together 52 professionals from 40 organisations between April and July 2025, representing the public and private sectors, financial institutions, industry, trade unions and civil society.

The organisations’ participation does not necessarily imply endorsement of the ideas presented in the final document in the form of specific commitments.
