In a context of profound shifts in international relations—marked by increasing global polarization and a growing trend toward protectionism, alinnea seeks to contribute to the dialogue between Spain, the European Union, and Latin America on the climate change agenda.

CATALYZING TRANSFORMATIVE IDEAS

To build a comprehensive understanding of the barriers to sustainable development within the industrial sector—and to provide climate action recommendations—we foster open dialogue with stakeholders across the public and private sectors, civil society organizations, and academia.

WORKING GROUP 2026

Chile–Spain Dialogue on the Development of a Shared Lithium Value Chain

The transition to electric mobility depends on access to critical minerals through supply chains that are sustainable, secure, and socially just. As demand for lithium accelerates, stronger international cooperation is essential to ensure transparency, reduce environmental impacts, and support industrial competitiveness along the battery value chain. 

Building on alinnea’s work on green industrial development in Latin America and its working groups on electric mobility, this dialogue seeks to strengthen cooperation between Chile and Spain to advance transparent and low-carbon lithium value chains. By fostering productive complementarity, aligning regulatory and policy frameworks, and identifying climate-aligned financing instruments, the initiative supports a just transition and shared industrial development.

WORKING GROUP 2025 (concluded)

Identifying Measures to Accelerate Green Industry Investment in Latin America

COP30—the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change—will convene in November 2025 in Belém, Brazil, which will also hold its presidency. Among its goals, Brazil aims to establish rules that ensure transparency and credibility in the global carbon market, enabling developing countries to mobilize climate financing from both public and private sources.

Identifying existing barriers—such as informational, financial, educational, challenges tied to local business ecosystems, infrastructure gaps, and others—and proposing targeted recommendations for each sector involved in the various value chains is a top priority. alinnea is addressing this challenge through a dedicated working group that will remain active throughout 2025.

Participation in International Climate Action Networks

alinnea actively participates in international networks and forums related to climate change, as this is, by nature, a global challenge that requires coordinated responses beyond borders. This external projection allows us to share lessons learned, co-create transferable solutions, and scale up best practices, connecting international evidence with the reality in Spain.

True to its mission as a dynamic, collaborative, and inclusive Think & Action Tank, alinnea promotes multi-stakeholder alliances, strengthens the climate action ecosystem, and positions itself as a key player in advancing mitigation and adaptation challenges, aligning local ambition with regional and global goals.

Participation in the International Network on Energy Transition Think Tanks (INETTT)

Joining the International Network on Energy Transition Think Tanks (INETTT) marks another step in alinnea‘s commitment to connecting climate action in Spain with key international debates and partnerships.

This network fosters collaboration among think tanks and other strategic stakeholders to strengthen industrial and energy transition value chains worldwide, advance just transition approaches, and help bridge gaps in capacity, investment, and development across countries. From the perspective of Spain and the European Union, we seek to promote shared solutions with partners across different regions of the world that accelerate a more resilient, competitive, and inclusive energy transition.

Participation in the UNFCCC Research and Independent Non-Governmental Organizations (RINGO) Constituency

alinnea is a member of the Research and Independent Non-Governmental Organizations (RINGO) constituency of the United Nations Framework Convention on Climate Change (UNFCCC), one of the Convention’s official observer constituencies.

This global network brings together research institutions and independent organisations from around the world to promote knowledge exchange, strengthen the science–policy interface, and contribute to the international climate negotiation process. As a member of RINGO, alinnea is part of a global community committed to advancing evidence-based climate policymaking, fostering collaboration and mutual learning among organisations, and strengthening international cooperation to accelerate a just, effective, and science-informed climate transition.

Participation in the Critical Chemicals Alliance (CCA)

As an active member of the Critical Chemicals Alliance (CCA), alinnea contributes to the European dialogue on the future of the chemical industry, a strategic sector for the European Union’s industrial resilience and climate transition.

Our participation enables us to collaborate with European institutions, industry, research organisations, and civil society to develop recommendations that strengthen resilient value chains, support the creation of markets for sustainable chemicals, and mobilise investment in low-carbon industrial technologies. From Spain, we bring evidence and national priorities into the European debate while promoting solutions that enhance industrial competitiveness and accelerate decarbonisation.

EU-China Dialogue

INTERNATIONAL NETWORKS

Participation in the EU-China Think Tank Engagement on Green Governance Programme

As part of the EU–China Think Tank Engagement on Green Governance programme, alinnea contributes to strengthening the strategic dialogue between Europe and China on the key challenges of the climate transition.

Working alongside think tanks, universities, and public institutions from both regions, this initiative promotes the exchange of knowledge and experience and supports the development of policy recommendations on climate governance, industrial decarbonisation, ecological restoration, just transition, and climate neutrality. From Spain, and with a European perspective, we work to bring evidence into the policy debate, foster mutual learning across regions, and build bridges that support more coordinated climate action in an increasingly complex international landscape.
