Publication of alinnea’s report on priority measures to accelerate the penetration of electric vehicles

Alinnea has released the report “Priority measures to accelerate the penetration of electric vehicles from a just transition perspective”, prepared by the working group on electric mobility convened throughout 2024. The document proposes a set of key actions to drive the electrification of transport in Spain in an inclusive way, addressing both climate goals and social and labor needs.

The working group, coordinated by alinnea, brought together representatives from the energy and automotive sectors, trade unions, consumer associations, civil society organizations, and academia. Among the participants were organizations such as Iberdrola, UGT, the Spanish Electric Vehicle Association (AEDIVE), and Fundación Renovables, contributing diverse perspectives on the challenges and opportunities of this transition.

The report stresses that electric vehicle penetration cannot be addressed solely from a technological or market perspective, but requires public policies that guarantee a just transition. Key priorities include expanding and stabilizing support programs for vehicle acquisition, strengthening the charging infrastructure network across the territory, and ensuring that the benefits of electrification are distributed fairly among citizens, regions, and productive sectors.

It also highlights the importance of anticipating the labor impacts of the transition and designing training and reskilling programs for workers affected by technological change. Furthermore, it emphasizes the social dimension of electrification, pointing to the urgency of tackling exclusion in access to electric mobility by guaranteeing accessible and sustainable alternatives for all segments of the population.

 

The report was presented on July 17, 2025, at an event that brought together public authorities, companies, and civil society representatives to discuss the immediate challenges and opportunities for advancing towards a decarbonized and fair mobility model.
