Summary

Spanish industry is at the heart of the transformation towards a competitive, low-carbon economy. This necessary industrial decarbonisation requires a variety of technologies, risk-appropriate financing instruments and coordinated public and business decisions, with a practical focus on Spain’s productive reality.

This report is part of the “Ideas for Action” series and brings together the main conclusions of the working group “Identifying priority measures to advance the decarbonisation of industry in Spain” promoted by alinnea throughout 2025, which brought together the public administration, the private sector, the financial sector, civil society and academia to identify the bottlenecks that are slowing down the transition and to agree on concrete proposals to resolve them. This report does not close the debate, but rather organises it and pushes it towards concrete decisions that Spain can and must take now, with a realistic view of its sectors, its territories and its capabilities.

The participation of the entities does not necessarily imply their adherence, in the form of specific commitments, to the ideas presented in the final document.
