In its Recommendation (EU) 2023/1553 of 12 December 2023, concerning the transposition of Article 30 of the Energy Efficiency Directive, the European Commission provides guidance and examples of measures aimed at mobilising private financing. It proposes the development of a regulatory framework ensuring non-discrimination of loans for energy efficiency, the creation of support schemes and risk reduction mechanisms to boost green financial products, as well as the integration of financing systems linked to taxes or energy billing within national frameworks.
The development of these mechanisms faces major challenges, including solvency and liquidity issues among vulnerable groups, as well as a lack of awareness among homeowners and tenants about the benefits of energy efficiency—not only in terms of savings, but also comfort, habitability, and increased property value.
This report is part of the Ideas for Action series and summarises the main conclusions of the working group Priority measures to generate an adequate financing offer for the needs of Spain’s building stock, promoted by Alinnea throughout 2025. It presents key proposals for each type of mechanism or financial product, aimed at overcoming regulatory barriers, the shortage of energy data on buildings and dwellings, and the complexity of financing structures, in order to facilitate their implementation at national scale. The proposals also seek to prevent financial exclusion of any type of housing or building, especially those affected by vulnerability or energy poverty and facing solvency and/or liquidity constraints.
