Summary

The objective of this report is to carry out a comprehensive analysis of the regulatory frameworks and strategies on sustainable mobility that are being implemented or developed in Spain, within the context of the European regulatory framework.

This report provides an in-depth examination of the current regulatory landscape, identifying the main barriers to its implementation and proposing specific lines of action to overcome them.

In particular, the report (1) reviews the existing or developing regulatory framework across different administrative levels (European, national, and regional/local); (2) identifies and categorizes the technical, financial, regulatory, and social barriers that hinder the effective implementation of sustainable mobility policies; (3) develops strategic action proposals aimed at overcoming the identified barriers, taking into account the participation of the various stakeholders involved; (4) compiles and analyzes successful cases, both national and international, of sustainable mobility policies; and (5) establishes a reference framework to support the analysis conducted and facilitate future actions in this field.
